As an update, I got my Chromebook to connect with Koding thru SSH.
I followed the old guide for having the Koding VM create the id_rsa and id_rsa.pub pair. Then changed things around/
To transfer the keys to the Chromebook, I used Cut n Paste, and then Saved them using Caret, on the Chromebook. ( I always was getting a sleeping method, with the suggested web folder method.)
Install Caret from the store here.

The SSH keys are Import..ed. into the "Secure Shell" app through the "Identity" dropdown shown as [default] in the picture above.
