It seems like the ftp://xmlsoft.org mirror used for libxml2 is intentionally blocking travis workers
Now I remember what the hypothesis for this was - the FTP server expects the passive-mode data connection to come from the same source IP as the control connection, but the travis workers must be behind some NAT gateway that balances outgoing connections across different NAT IPs, so the data connection gets rejected?
