We need to pass S, B, and uncertainty (assume 30%) to this function, and it gives an approximate significance
S and B should be weighted by the event weights, and normalized to some luminosity (3 fb^{-1} I guess)

Implemented. The normalization will need to be done higher up -- in either TheAccountant or the multi-b-jet framework.
