looks that we are hitting the same issue.
We are using openstack cloud controller manager and depend on cloud-provider
in version 0.21.0. Looks like there are no relevant changes on cloud-provider compared to master.

That's similar, but you don't need to check the version as the service spec is required in the cloud provider interface. The key is using the latest service spec when invoking cloud provider interface.
