完善在动态分流时对用户自定义的静态路由目标网址/网段流量的负载均衡控制。

上述内容已在代码发布时注释。

主要作用是防止系统的负载均衡机制在一些应用场景中，对用户已定义好出口的流量，在边缘情况下可能会二次分配其他出口，当然，这种情况一般很少出现。

具体细节建议查阅lz_rule_func.sh文件中本次代码变更处做的注释。
