Will need to add in +/- such that a sample split 50/50 between levels 2 and 3 is a 2.5 but is treated as level 3+ not level 2.

= 0.5 is "+" of the next level greater. That is, 2.5 is 3+.
<0.5 - "-" of the same level. That is, 2.4 is 2-.

Cut didn't work as want no sign on integer values. That is, a value of 5 gets a narrative of 5, no plus or minus.
