I commented out $dataHandle in includes/versioncheck.inc.php, which should prevent LibreNMS from phoning home without any adverse effect to the rest of the system.

Also, it's worth just mentioning that the 'phone home' logic doesn't appear to send any identifiable data.
I'll take ownership of this and also try to audit the code a little better for any sort of personally identifiable data.

I've just pushed a33db38, which removes all remaining references to observium.org. I haven't tested whether this prevents all attempts at outgoing network access (to any destination) by the version check code, but I'm reasonably confident.
