Just FYI, besides the docs... the installer (as of last month) now correctly detects an existing DX9 installation (it used to only work on old Windows versions)... and it asks the user to check the option to install it if not found.
I think the license for DX forbids distribution of individual DLLs, and we probably wouldn't be able to correctly install/register them system-wide anyway.
