What are your per-event settings for that captcha (for the event where you don't want the recaptcha) ?
You need to (can) disable the recaptcha per event, but if recaptcha is configured it is by default "on" for all forms (so also for new events).

Existing events don't use recaptcha (disabled/not checked + no #_RECAPTCHA in place in form)
I do use it for 1 form (enabled/checked, #_RECAPTCHA in place) https://www.budo-asahi.nl/index.php/onze-sport/lid-worden/proeflessen-aanvragen/
I temporarily enabled and placed recaptcha in this form: https://www.budo-asahi.nl/activiteiten/asahi-70-jaar/
