Why do you not want to activate NetworkManager? Currently it is required to be able to configure it via D-Bus.

@thom311 what do you think about adding a nm_offline provider or similar that actually uses the initscripts code but only supports persistent_state present|absent without state up|down and would not set NM_CONTROLLED=no. This would only support a subset of all the nm features but it could be done rather easily and provide at least some benefit.
