That happens if the original upstream source is no longer available, eg one package has moved from sourceforge to github since the package was created, which is why there is the fallback to distfiles which has all the sources to catch these (we could just get everything from distfiles in theory). It should error out and print messages in red if the fallback fails as well.

Works for me - It was the first time running the licensing part of moby and wanted to make sure nothing was missed.
