In terms of a rate-limit:
When the system is small, it could be possible for someone to accumulate a large fraction of the LQTY supply and redeem it, "evaporating" much of the system in it's fragile early days.
At a larger system size, it would be both harder to accumulate a large fraction of LQTY, and more costly to redeem it (due to larger absolute fee). Hopefully the redemption fee eventually guards against large redemptions (as fraction of total supply), but in the early days, it may not.
Seems like we need some sort of rate-limit on redemptions for the initial period, at least.
