Ok -- it's no bug ... I found this tutorial (german) meanwhile:

-> Daloradius Funktionscheck -> "User Info" -> Other -> Settings
After that a testuser was able to login.

same here -- but on Debian 12
I also had some warnings in /var/log/apache2/daloradius/users/error.log
like this:
