OS information could be retrieved from /etc/os-release where we can also get github info via BUG_REPORT_URL.
This component should also have a boolean parameter for debug mode: a debug build of an application should not send a bug report.
However I fear that sending bug reports it's too much for a visual component, usually distros have tools to do that like abrt on Fedora that catch runtime errors such as SIGSEGV or SIGABRT.
Perhaps it's possible to catch QML errors, rely them to ErrorView for presentation and integration with abrt or another tool for bug reporting, but that sounds hard too because there is no standard DBus interface for that.
