Add Coverage Enforcement about lob-node HOT 5 CLOSED

The gulp enforce task is there, and works when I comment out a bunch of tests and run it. It's also in travis.yml. @lob/api-engineering-lobsters more to be done with this issue or can I close it?

I dunno, but gulp enforce did fail for me when I manually reduced coverage. I'll investigate the previous builds on Travis and see what happened.

It doesn't look like coverage has been in issue for a while. If we go under 100% again, we'll reopen this.
