This has been discussed a lot. Reactive initial data is not a good idea because of the ambiguity of a data change.
You as a developer know that the initial data changed because of a server response or whatever, but the code doesn't know. All it knows was that the data changed for whatever reason. And when thinking about initial data, when it changes it should never set the current values because that could be frustrating to he end user experience (the one filling the form).
So you need to be explicit about it, and vee-validate already gives you functions that can do that with both the composition API and the components API.
