  The reproduce steps are at: #8427 (comment).
  To test, follow the same steps, but don't observe csi-attacher restarts. Note that csi-provisioner restarts may still occur for the below reason.

• Is there a workaround for the issue? If so, where is it documented?
  No workaround is necessary. This issue is annoying, but does not prevent the eventually provisioning and attaching of volumes. Even after the fix, external-provisioner (csi-provisioner) and external-snapshotter (csi-snapshotter) will exhibit this issue. This is because there is no fixed minor version we can upgrade them to (we should not upgrade them to a new major version in a stable Longhorn branch). See #8427 (comment) for unaffected versions that users may choose to upgrade or downgrade to.

• Does the PR include the explanation for the fix or the feature?

• Does the PR include deployment change (YAML/Chart)? If so, where are the PRs for both YAML file and Chart?
