Yes I have, issue persists between launches.

This issue also occurs on CoE version 2.3.0b, though for our private server the workaround is relogging for every quest, then relogging once again after hitting the claim button. This bug happens with everyone playing on our server. Hopefully its fixed soon, because it is getting quite annoying having to relog every time we claim a quest.

You can force the quest to complete in the QuestingProgress.json in your world save. Find the quest with ID 130. Sorry I don't have another solution for this at the moment.
