Looking at this link (https://stackoverflow.com/questions/17075279/how-do-i-fix-msb3073-error-in-my-post-build-event) it seems the error means it can't find the files in needs to copy.
Have you checked the files exist? Perhaps you need to build twice?
And are you running VS as admin? You should.

I've just published a new installer for MapWinGIS.
Get if from https://github.com/MapWindow/MapWinGIS/releases
Using that installer might stop the need for building it on your own.
