I'm solving this one by changing the README. The suggested instructions tell people to use the filesystem instead of a modules db by changing the property in build.properties. This would change to the file system for all environments, which actually wouldn't work for remote environments.
When you do have a reason to change the app-modules-db property, which I'd regard as unusual, it can be copied from default.properties to build.properties.
