This 8480f4f fixes one of the problems that was occurring.
It seems that Marco is either not paying attention to when action-double-click-titlebar is changed or, for whatever reason, converting the gsettings string to whatever datatype it's looking for doesn't work. mate-control-center is setting the action-double-click-titlebar correctly and I think it's safe to say that this is a Marco issue caused by the commit linked below.

This only works if you log out and log back in, however it does help where as before even if you logged out settings change would not take effect. Still needs work.
