Just a thing. stylePreprocessorOptions configuration in angular.json goes under "options"

  "[your-project]": {
    "architect": {
      "build": {
        ...
       "options": {
         ...
         "stylePreprocessorOptions": {
           "includePaths": ["node_modules"]
         }
       }
      }
    }
