Are you running mavlink v2 or v1 ? try adding --mavlink 1 on the command line

yaa i tried that as well, but still it didn't work
mavproxy.py --master=/dev/ttyS0 --baudrate=57600 --out=udpout:172.22.254.115:14550
./mavlink2rest-armv7-unknown-linux-musleabihf --connect udpin:172.22.254.115:14550
this cmd's worked for me,
