the default mode after hitting level 9 is to work on finishing planets, if you want the opposite you can put window.localStorage.forceLevellingMode = true in console
the reason i check for 9 is to get all the moves unlocked
from salien-bot.

I've put in a pull request to just set up a constant for the max level. It's up to the author to take it or reimplement it theirselves. Since we don't know what the max level is I've set it to 99. Might be a bit high but will be easy to tweak.
