Further discussion in Discord #esp32 indicates that others are experiencing the same thing. Some of the discussions seem to say that this has been deliberately removed, but I can't see where this is documented, and the refences are still in the code, so I suspect it's not quite so straightforward.

The issue is that the GPS update interval has to be longer than 15 minutes for this setting to work. This is regardless of the quality of the GPS, antenna or lock times, or the relative power use in standby Vs off.
Anyway, the code is working, it's just not optimised.
