This is actually not such a bad idea for a plugin. The plugin would need to save the blocks in file metadata. @wernerglinka already went in that direction with "metalsmith components".

But it is outside of the scope of metalsmith.

Thank you, I will take a look to it. I like grapesjs, as it is simple to use, at least in the demo. You can also upload a code and then edit it. Or you delete the code that is build in, then for example just move inside a nav-bar, fix it to top and take a look to the code. Then copy it to your theme. But build in would be cooler :-)
