See the Build.md which works for Visual Studio Community edition as well. For use outside of a build environment the readme.md works but I'll add something to help with that anyway for those that just want to know now to get the .net environment setup and run the binaries.

I've added a JustRunIt.md in addition to the Build.md and tested building it in Visual Studio Community -no issues.
