Most likely the agent in question cannot access "smtphost**"
Was the release agent a Hosted agent?

I have the same problem. I use an agent job, in a release pipeline. The smtp URL, the port, username and password are correct.
Still, I get an error: MailError: Error: getaddrinfo ENOTFOUND
