Please share your pipeline and explain your deployment process.
My initial guess, you're trying to publish the same extension id under 2 different publishers or your test and prod stage use the same publisher and extension id.

- The initial version was 1.0 and updated the extension into 2.1. But still the same error occurs.
- Currently we are updated the code only for DEV environment pipeline

You're on an old version of Node (make sure you set node to v16 in your pipeline) and on a very old version of tfx (set version to latest or 0.15.x.
I can't access any of the urls you pasted.
It looks like there is a conflict between this extension and another possibly by the same publisher or a different publisher. Without seeing your dev and prod pipelines and configuration I can't support you.

It might explain the issue.
Otherwise contact marketplace support, this issue tracker is meant for issues with these tasks for issues caused by these tasks. But it looks like your issue is happening in the actual marketplace or in tfx.
