Not a bug, but arguably a design oversight. The Build.* variables are inconsistently injected by either the agent or the orchestrator. This one's in the agent :(
I need to write a design doc for how we evolve variables. Being very explicit about which variables are available in which contexts (and reducing the # of contexts) will be part of it.
