This behaviour is documented IIF-Function. "Please note the IIF function evaluates the values for the second as well as the third parameter even when it only returns the value of either the second or the third parameter based on the evaluation of the condition specified as the first parameter."

Not only the potential return values, but the whole of the condition statement gets evaluated as well. So, for example, if you have And(false, condition2:bool), condition2 will get still get parsed and evaluated even though it's going to return false.
