Expose more rule error output in CI about ps-rule HOT 3 CLOSED

@ArmaanMcleod Ok let's start with this. But let's double check that if an exception is raised within a rule it does not terminate the pipeline.

Rule 'SomeRule' {
   throw 'Test'
}

It should be reported as a rule error but allow other rules to continue processing.

@BernieWhite What if we just catch RuleException like this:

try {
    ...
}
catch [PSRule.Pipeline.RuleException] {
    Write-Host "::error::Rule exception: $($_.Exception.Message)";
    $Host.SetShouldExit(1);
}
catch {
    Write-Host "::error::One or more assertions failed.";
    $Host.SetShouldExit(1);
}

@BernieWhite Great. From what I've tested it doesn't terminate the pipeline if a rule throws an exception.
