I wonder if we should drop the LLVM submodule entirely. We currently have a fork because we expected to need a modified MLIR layer, but I think a future compiler will not use MLIR (a shame, but MLIR is way too unstable to depend on for now). When we do need LLVM, we can probably aim to depend on a released version, which should be available in packages for most targets.
