Same thing happened to me on Windows 10 when trying to install Miktex 2.9.
The operation could not be completed because a required file failed verification.
Details: package="oberdiek"

I tried various times to reinstall, but this is always the same message.

I solved this problem, analysing the names an comparing with packages names, after unchkeck in the update list with the same names on erros logs, i finaly could update it, and the damaged packages i reinstall them manualy and after that it worked for me, i can update normaly.
