NOTEEVENTS is distributed as a text file in a standardized comma delimited format. This means that you could, for example, read it into memory using a software package other than SQL - e.g. MATLAB, Python, and so on. It really depends on what software you are comfortable with.

For myself, I tend to query NOTEEVENTS from the command line, and make the terminal window very big. :)

If you are using PostgreSQL from command line, it's quite easy to copy data out, e.g.:

COPY 
(
select subject_id, charttime, text
from noteevents
limit 10
) 
TO '/data/output-of-noteevents.txt' CSV HEADER;
