feature request: linking readonly data about bedrock2 HOT 4 OPEN

Recording some options, none of which seem particularly appealing:

• Make read-only memory access an external call
• Add a permission flag to each byte in the memory
• Add a separate read-only memory to the semantics

That sounds nice, but didn't we consider this when discussing it on March 12 and found that external calls which don't update the trace are somehow problematic for a reason I can't recall at the moment?

Hmm. I don't recall finding that problematic. It should be possible to model function calls as external calls, and a function call can generate no trace...
