[Bug] Markups escaped in the admin dashboard about ctf-scoreboard-archive HOT 4 OPEN

In fact this is for all alert banners.

We have seen this bug for a while however we have sort of ignored it because it requires us modifying the source code for Rails Admin. Since the admins are really the only people who see it we have sort of ignored it. The other way to fix it involves removing the bolding which makes it look better for admins but worse for users. That being said we will see what we can do about it during the merge.

I see you're not using tags so much but you maybe want to tag it as minor or/and long-term issue.

We are a bit more vigilant about using tags on the registration repository since that is the one that we still plan actually use after the end of the next month when we finish merging the scoreboard code into registration. Once that merger is complete we will have to manually merge all issues from this repository into the registration repository. At that time we plan to re-evaluate all the issues, see if they still are applicable and tag appropriately.
