This turned out to be much messier than I thought.
I can make it recognize when scroll bars are not needed and make it available, that's easy. But to make it right, I wanted to have it work with autosize (forceFitColumns) correctly. Doing that would require calling autosize each time the number of rows changes, but doing it would be way to slow (imagine that in the model example).

I'm seeing a scrollbar-width offset on the right, but it appears when the scrollbar is present (and the scrollbar is always present, but disabled when there aren't enough rows). Is this the same bug or something else? I see it in Firefox and Safari on OS X.

I think this can be done with your initial approach of determining when scrollbars are visible based on row count & scroller height. I don't think it would be too slow since you only have to call autosize when when the scrollbar visibility changes, not on every row count change.

If you still think it would be too slow, you can make it optional (add an "automaticScrollbarVisibility" option) for users who know their row count will not fluctuate too much.
