On second thought, allowing the role-holding IRC users to themselves grant roles probably is too great a security risk. Probably still useful to have the roles (people can ask who has role x to see who works on a module) and the commands for admins.

On third thought ... the Jenkins builds responsible for building modules might actually exclusively use a build file stored in the main repo rather than anything a user can submit to a module repo, in which case we should be safe.
That's not necessarily a right away concern though, it'll be a while before Jenkins is building modules.

Digging around in old issues, thought I'd toss this one at @nh-99 since he's working on an IRC bot in Java that might take over from the existing Hubot
On the other hand I just remembered GitHub did a Janky thing quite a while ago (bet I've got the announcement still sitting in my browser a time or two, hundreds of tabs back):

Which integrates Hubot, Jenkins, and GitHub together and has some of the extra features we need. If nothing else I wanted to post the link as more inspiration, it eventually leads to Ruby scripts (for Janky) like https://github.com/github/janky/blob/master/lib/janky/hubot.rb and the matching coffeescript in Hubot: https://github.com/github/hubot-scripts/blob/master/src/scripts/janky.coffee among other things
Still not actually totally sure what Janky itself helps when you can already use Hubot and webhooks for Jenkins ... but I wanted to close a couple tabs at work so posting this here ;-)
