Add options to control Region information about awsboxen HOT 2 CLOSED

1a103e6 adds AWS_REGION environment variable and --aws-region command-line switch. It takes some work to make the CloudFormation templates multi-region aware though, so I'll leave this issue open until we're clear that it all works cleanly.

cfc00c2 adds support for using region-specific base AMIs as part of your Boxen declaration. I don't think there's much more that awsboxen can do here, any further multi-region incompatibility will need to be resolved in the cloudformation script or in awsbox.

(For example, I don't think the awsbox base AMI exists in any other regions at the moment)

You can try this out with a deployment of picl-storage, which I've made aware of us-east-1 and us-west-2 regions.
