Add a way to upload stumbler logs about ichnaea HOT 3 CLOSED

This is a messy problem. There are many different stumbler file formats. Here is a list of file formats that WiGLE's website can import (as compressed or uncompressed files)

@cpeterso pushed his conversion scripts at https://github.com/cpeterso/stumbler-tsv, maybe we can integrate those into the importer code more directly.

We have a "email us a file" way of importing data. I think that is good enough, as the number of files we got have been very few. No need to automate this process further.
