This isn't strictly possible. When using OAuth, you can provide an email address as a user_id
parameter to Google's OAuth2 API endpoints, but that parameter is only respected when the user is logged in to multiple Google accounts concurrently, and one of those accounts has the desired email address.
In all other cases, it's ignored.
Switching from OpenID to OAuth for Google would increase our management burden (API keys, developer contact info, application logo, etc.), and would expose the callback URI to users in the authorization dialog.
Multiple concurrent sessions are an advanced Google feature. I don't believe that slightly degrading the common use case and increasing our management burden is worth saving a single click for advanced users.
If there are no objections, I'm closing this with disposition WONTFIX.
