Oh! So onpremise seems to be the key here.

Looks like the issue is in AppCode/MetadataUpsertManager.cs, Line 1329. MS documentation says the FORMAT attribute will default to TextArea if it's left out so perhaps don't set it for versions less than or equal 9.2. Or perhaps the StringFormat.Text on that line needs to be StringFormat.TextArea instead? If you want to make that change, build the DLL and send, I can drop it into my toolbox to see if it works.

When I try to run the tool after dropping the DLL into the Plugins folder, I get
