New mockup, as the Firefox's page info UI has got major changes since the last one. No CSS update yet.
The main difference with the last one is that now one could use the Trackers and Cookies inline menus directly instead of creating simulated new ones.
Not too sure what to do with the "Turn off tracking for this site" and "Report a problem" buttons, so maybe they make more sense at the top.

Drew a quick mockup on how I imagine the final result could look like. Comparison below.
This assumes reordering some elements and categories horizontally, which may or may not be possible. The idea is to mix the (three, as of Nightly) content blocking options with permissions, similar to Chromium.

I feel more like it is hard to maintain, as Firefox has changed that UI several times in 6X versions.

I've had a go improving it in the popup-refresh branch. I've mostly tried to massage it into shape, didn't want to rearrange things too much.

While it's not quite like your design, I think it shares some features, like turning most of the elements into list items. Some aspects, like reordering, and the send notifications section are going to be too difficult due to limited access to change the DOM. I'm happy to call it a day on this one.
