通过心跳来解决吧 没下载完毕那部分数据禁止查询

1.每个shard都会定时的去查询自己的数据最新的是到哪天
2.shard将自己的最新数据更新到zookeeper中
3.前端读取的时候，必须判断必须每个shard都切换到最新的时间才会使用最新的时间（也就是昨天），否则最新的席间为前天
