This error message is from cmd.cgi, not Core. Did the full message look like this?
As the message says the permissions are likely incorrect. The Fedora Quickstart Guide covers this (it needs to be updated, but it's basically correct if you substitute the right version numbers). Pay attention to sections: 1) Create Account Information; 3) Compile and Install Nagios; and 8) Modify SELinux Settings.
Modifying the init script to make nagios.cmd world readable and writable is not good because any user can then add commands or garbage input, or remove commands by reading from the command pipe.
