The first step towards separating the framework from the host model or suite information is completed. What remains are:
(a) moving the CCPP prebuild configurations from ccpp-framework to the host model
(b) reorganizing the build system so that the ccpp-framework Fortran/C code can be built without any information on the host-models in the cmake build configurations
Regarding (a), I suggest an approach similar to what was done for the suite definition files, namely create a directory ccpp/config in FV3 and SCM that contains the prebuild config.

This issue can be closed, because all the suite-relevant information (suite definition files, partly also in CCPP prebuild configurations - optional arguments) have been moved outside the ccpp-framework repository. @gold2718 do you agree? We still have the open issue #157 to remove the host model dependency (for building the ccpp-framework Fortran/C source code).
