Fix for the UFS release.

Update 12/28/2020: No need to check that the test for all three subroutines _init
, _run
, _finalize
is still working, because with the addition of the timestep_init
and timestep_final
phases in NCAR/ccpp-physics#534, the requirement to have a subroutine for each phase is dropped (in line with how capgen.py
will work).
We probably won't check and fix, if at all necessary, the original issue reported here before switching to capgen.py
