disabling the cache altogether is probably an improvement here, as the majority of the build ends up being the 7/8 minutes that it takes to pull down and push up the cache.

any improvement further than this will probably include deploying our own runners.

@bowenwang1996 do you want to try disabling the cache via .gitlab-ci.yml and pushing up a branch and seeing what the improvements are?

so, without the cache it took 31 minutes. i personally think given cost + complexity of managing our own runners, 20 minute build times is fine for now. we don't really have a release cycle we need to be urgent about, and everyone should be able to run tests locally rather than relying on CI for everything.

Step 1. Spun up our own Kubernetes with ok machines.
