No. Neovim is in homebrew-core now and this repo (the tap) just redirects there.
What's wrong with the current version? 0.2.1 is not released yet.

A couple of plugins aren't working with 0.2.1 and 0.2.0, I wanted to downgrade to 0.1.7.

Chances are that your language providers just aren't set up properly yet. :CheckHealth should give you hints. Otherwise we'd like to fix any bugs.
Anyway, if you really want to downgrade, you can't do it using homebrew. You'll have to clone the neovim repo and checkout the tag v0.1.7 (or download via https://github.com/neovim/neovim/releases/tag/v0.1.7) and build it yourself.

You would also have the option to copy the formula into a tap of your own (or just place a "dirty" copy in the homebrew directory), change the version information and hash and see if that worked.
